How districts pay for this
Most districts pay for AI governance work the way they pay for professional learning. Here is what usually fits, and when to plan for it.
Federal funds that may fit
Title II-A pays for staff professional learning. Packages built around training, like Policy to Practice, may fit here.
Title IV-A covers, among other things, the effective use of technology. Tool Reviews and policy work tied to technology use may fit.
In July 2025 the U.S. Department of Education proposed making AI in education a priority for its grants, including professional development for educators.
Your federal programs director decides what fits your district's plan. We write every proposal so it can drop into a Title plan, and we're glad to join a call with your federal programs director.
Purchasing without quotes
Since October 2025 the federal micro-purchase threshold for purchases paid with federal grant funds is $15,000. At or below it, districts whose procurement policy uses that threshold can buy without collecting quotes. Many state and district policies set a lower limit, so check yours.

When to plan
Districts set next year's budgets and federal Title plans between January and May. If you want AI governance work in the 2027–28 school year, the time to name it in your plan is this winter. Work that starts this school year can often be paid from funds already in your current plan.
Regional agencies
RESAs, ESDs, ESCs and county offices can buy a Regional Cohort for 4 to 8 member districts and share the cost with them.
